In Serbia, commercial import from China is not the owner “at the counter alone”. You need a customs broker (often a forwarder with a power of attorney) and a JCI (single administrative document). Papillon coordinates papers. You stay the importer.
Base: Import from China and import process.
What the broker does
Files the goods, classifies with your HS code, computes duties, talks to Customs. Not a sourcing agent. Does not check the factory. Does not run QC.
If you already trust a forwarder, supplier choice still sits on a verified plant. Sourcing runs buying. Customs is agreed separately when needed.
What JCI is
JCI is the import declaration. Without it, goods do not leave the terminal. Data must match invoice, packing list, B/L or AWB and, for FTA, COO.
A JCI error (wrong HS, wrong importer, quantity mismatch) costs days. Align HS before loading.
Papers the broker expects
- Commercial invoice
- Packing list
- Bill of Lading or AWB
- Certificate of origin if you want FTA (Form E / COO)
- Permits if the category needs them (not every product)
The importer’s tax ID is assumed. Papillon is B2B.
Batajnica
Most commercial containers from China clear at the inland terminal (ICD) in Batajnica, not at every border crossing. That is practice, not marketing. Your forwarder confirms the route.
What Papillon does not do
We do not give legal advice in place of the broker. We do not promise zero duty without HS and COO. Landed cost in a quote is a calculation, not a Customs ruling.
You are the importer. The broker files JCI. When Papillon runs sourcing, we align China papers in the agreed scope. We do not sign the declaration for you and we do not pick HS on our own if you have not confirmed it with the broker. HS closes in the brief, inside 1–3 weeks of research, not while the vessel is sailing.
Certificate, QC and two duty figures
The Serbia-China agreement from 1 July 2024 lowers duty only with a COO and an HS line that carries that preference. The exporter asks for COO before loading. Sea is about 35–52 days. A paper that starts late often misses the container, and you pay the standard rate. The broker can file only what is in the folder.
QC and JCI are not the same line. QC, standard on sourcing jobs above 2,000 USD, checks whether the carton matches the approved sample. Sample takes 2–5 weeks before the series. JCI looks at the declaration. If the invoice description is wider than what QC saw, Customs reads the invoice. That is why PO, invoice and QC report must name the same article.
LCL and several shippers
LCL from three factories needs a document per shipper. One invoice on someone else’s cargo does not cover your line. FCL needs the same discipline plus a load plan. Landed cost shows duty with the certificate and without it, plus VAT, so a late paper does not eat the margin you counted at the factory gate.
If the broker asks for a description fix, do not rewrite it in Serbia so it drifts from the B/L. The fix starts at the source of the paper. A factory deposit still waits for spec. Customs must not be the first time someone reads what you ordered.
VAT is a separate flow from duty. A lower FTA rate does not cancel VAT. JCI does not erase detention because the description was wrong.
Send a brief. We connect factory, papers and freight. The broker closes JCI.

Send the request: category, quantity, and date. You get a reply within 24 hours, with an outline of the total cost to destination where we can price it.
