What the Serbia-China FTA changes for importers in practice

What the Serbia-China FTA (in force from 1 July 2024) changes for importers: origin, papers, illustrative savings and a check list, without claiming everything is zero.

The free trade agreement between Serbia and China applies from 1 July 2024. For importers that is not abstract diplomacy. It is potentially lower duty, a different landed cost and new discipline around goods origin. This article explains what to do in practice, without pretending “everything is zero”.

Detail page: Serbia-China FTA.

What changed for buying

Before the FTA: most calcs ran on MFN / standard rates. After 1 July 2024: for goods that qualify you can aim at a preferential rate (including 0% where provided), with correct origin proof.

That affects:

  • supplier choice (who can issue papers),
  • contract duties,
  • shipment timing,
  • China versus Turkey / EU / local comparison.

What did not change

  • VAT rules and cash flow still exist.
  • HS classification still must be correct.
  • Banned / restricted goods still have their rules.
  • Quality, QC and freight still decide whether import “works”.

The FTA does not fix a bad supplier.

Origin rules: the core

Preference sits on origin, not on a feeling that it was “ordered from Shenzhen”. If goods were only repacked or insufficiently processed, you risk a refused preference.

That is why sourcing and customs must talk: BOM, place of production, documents. See certificate of origin and duty.

Illustrative savings (not a promise)

Example only illustrative:

  • Customs base: 60,000 EUR
  • Standard duty 5%: 3,000 EUR
  • Preference 0% with valid proof, 0 EUR duty

Saving illustratively 3,000 EUR on that shipment, before VAT effects. Your HS can have 0%, a reduced rate or no benefit. Confirm with the customs broker.

Put both scenarios into landed cost and the 50k example.

Operating check list

  1. HS code: preliminary with the broker.
  2. Preference?: yes / no / conditional.
  3. Supplier: can they origin and document on time?
  4. Contract: CO / origin proof as an obligation.
  5. QC plus description: invoice, certificate and packing list tell the same story.
  6. Fallback: landed with full duty if the document fails.
  7. Archive: keep proofs for a possible control.

Factory RFQ add-on

  • “Needed: valid origin proof for preferential treatment under the Serbia-China agreement.”
  • Issue deadline before planned sailing.
  • Exact English description aligned with your tariff description.

If the exporter cannot issue the form Customs recognises at import, drop the lower-rate story before deposit. Goods can still enter Serbia. They enter at standard duty, and that figure must already sit in the quote.
