In import talks roles mix: “We have a forwarder, why do we need someone in China?” Because an office customs broker and a team on the ground close different parts of the chain. When you expect one to do both jobs, holes appear, right where money disappears.
Office broker / forwarder (typical)
Does (depending on contract):
- freight (sea / air),
- transport documents,
- customs declaration in Serbia,
- HS classification advice (with you),
- last mile to the warehouse.
Does not reliably do:
- factory check,
- AQL control on the line,
- MOQ and tool or mould negotiation,
- daily WeChat pressure so COO leaves before planned sailing,
- telling a showroom from real production.
Team on the ground (sourcing / QC)
Does:
- shortlist and detailed check,
- visits and video audits,
- sample and gold-sample control,
- QC before shipment,
- packing and loading coordination,
- chasing documents at the factory,
- consolidation from several addresses.
Does not automatically replace your broker for the Serbia declaration, unless sourcing-execution scope explicitly includes that role.
Frame: Sourcing execution. Process: Import process.
Where the hole opens
Classic failure:
- Buyer agrees FOB in chat.
- Broker waits for papers.
- Factory is late with COO / packing list.
- Container sails or sits.
- Nobody did QC.
- Goods arrive, the problem is already paid.
The office sees the symptom (no papers). The ground sees the cause (factory / trader chaos).
When the office is enough
- Supplier checked, quality stable for years.
- One SKU, same packing.
- You close QC yourself (or you accept the risk).
- You only need freight plus customs.
When the ground is a need, not an option
- New supplier.
- Custom product.
- Several factories, one shipment.
- FTA preference depends on a correct COO on time.
- Previous import had a quality problem.
Simple RACI
| Activity | You | Ground | Office |
|---|---|---|---|
| Spec / sample approval | A/R | C | I |
| Check / QC | A | R | I |
| Freight booking | A | C | R |
| Commercial docs from factory | A | R | C |
| Declaration | A | I | R |
| Last mile | A | I | R |
A = accountable, R = responsible, C = consulted, I = informed.
The FTA from 1 July 2024 still needs HS and COO from the exporter the ground team can name. Sea is about 35–52 days. QC on jobs above 2,000 USD is a standard before loading, not a selfie at the gate.
If you only pay an office fee and skip the plant, you are buying a declaration on goods nobody opened. If you only pay a ground team and skip a broker, you are buying cartons that cannot leave Batajnica.
