China Serbia import documents must match before loading. Invoice, packing list and the goods in the container are one description, not three versions. If they differ, customs stops, and you pay storage. Papillon, in an agreed sourcing-execution scope, pushes that file while goods are still in China. You remain the importer, and the customs entry is filed by the broker.
Papers are collected while make is running, not in the week the vessel leaves. First is a purchase order with the description that will also sit on the invoice. Then HS aligned with the broker. Then a packing list that follows the cartons. Only then the bill of lading.
If the invoice says goods and the purchase order has the exact model, the broker has nothing to file. The code is chosen before shipment. A wrong code at customs delays and changes the rate. Duty frame is on Serbia China FTA and in the China import duty calculator.
The commercial invoice holds seller, buyer, description, quantity, price, currency and Incoterms. The price on the invoice is the contract price, not a lower one so duty is smaller. A false value is a risk, not a saving.
The packing list holds carton count, mass, measures and what is in which carton. Quality control uses it before the seal. If the list says 40 cartons and the truck has 38, shipment waits. On sourcing execution above 2,000 USD independent inspection is standard and it is tied to paper here.
Composition on the label, if the goods have it, must follow the invoice. Textiles and cosmetics fall on that mismatch more often than on freight price.
For sea it is the bill of lading, in practice B/L. Name, port, description and quantity must follow the invoice. A correction at sea is late and costly. That is why a draft is reviewed before the vessel takes the container.
A certificate of origin is requested from the export chain while goods are in China. In public talk it is often called Form E. For Serbia-China use the form the agreement and customs recognise at the moment of import, aligned with the broker. A generic paper is not always enough. Step by step is in the certificate guide.
Without a certificate import still goes. You only pay the standard rate. Landed cost therefore uses two scenarios, with preference and without it, before the deposit.
In Serbia commercial import goes through a customs broker. The entry is their filing. You give authority and accurate data. Papillon does not replace the broker and does not guarantee a rate the code does not carry.
If the file is late, goods can wait. Storage is not a freight cost that appears from nowhere. It is the result of papers that were not ready before loading. That is why the documentation date sits in the same plan as make.
The broker’s role is wider in the customs entry guide. Here the rule is: a complete file before the seal.
Three versions of the same product are the most common hold. The purchase order says model A, the invoice says parts, the packing list says 200 cartons without a code. The broker must not guess. A correction needs the factory, and the factory has already closed the week.
The second fall is origin added at sea. A certificate that looks like a European form, and customs does not recognise it for this agreement, returns you to the standard rate. That is why the broker picks the form before loading, not the buyer from an old file.
The third fall is value. An invoice lower than the contracted price is not a plan. Customs looks at value, and the bank trail and contract remain. Write the price you actually paid, then add freight, duty and VAT in landed cost.
Send what you import, who the importer is, whether you count on preference and whether the goods already have a factory. If sourcing is underway, papers enter sourcing execution as part of shipment prep, not as last-week chaos.
Shortlist research takes 1–3 weeks, sample 2–5, make often 4–10, sea about 35–52 days. Certificate and invoice must fit that calendar before the last week, not after it.
The answer to a brief is a paper list for your goods and who provides what. It is not a general internet list that does not know your code.
China Serbia import documents are not a file collected at the terminal. Before loading sit commercial invoice, packing list and, when you count on preference, a certificate of origin (COO). The bill of lading follows the cargo. The customs entry is filed by your broker in Serbia. Papillon does not sign the entry in your place.
Importer name, description, quantity, weight and HS must be the same on invoice and list. One letter of difference is a reason customs stops. The Serbia China FTA from 1 July 2024 does not fix a mismatch. Without a COO the standard duty stays, even when the code would otherwise carry a lower rate.
QC and paper are not the same line. On sourcing execution above 2,000 USD pre-shipment inspection is standard. A report does not replace an invoice. An invoice does not replace a report. Both must exist before the remaining payment if that was written in the purchase order.
COO is requested in China, with the invoice, before sailing. Sea is about 35–52 days. A paper that starts later often does not arrive with the container. Code research sits in the brief phase, 1–3 weeks, not after production. A sample of 2–5 weeks does not produce a certificate. The certificate follows the lot.
LCL with several factories needs documents per shipper. One invoice on someone else’s goods does not clear your line. FCL still needs the same discipline, only with one load plan. Landed cost shows duty with a certificate and without it, so a late paper is not a surprise.
Invoice, packing list and the transport document. A certificate of origin if you want a lower rate under the agreement. The entry is filed by the broker in Serbia.
A paper that says how many cartons there are, how heavy they are and what is in them. Inspection and customs compare it with the goods. Goods in cartons is not a list.
It is not required to import. It is required if you count on preference. The form must be the one customs recognises for this agreement. It is requested before loading.
The customs broker, with your authority. Papillon assembles the factory part of the file in the agreed scope. We do not stand at the counter in your place.
Shipment waits until list, invoice and goods align. A correction at sea is late. Inspection before the seal exists so that is seen in China.
Before loading, from the export chain, with the invoice. When the vessel is at sea, the paper is often late and preference falls.
